Plaquemines Parish officials say they are now working on the road south of ConocoPhillips to allow access to the Mississippi River levee, so residents and businesses can return to the south end of the parish.

On Saturday, the river levee was rocked to allow Entergy trucks access to the south end of the parish and restore power.

"What we feared most has happened," Parish President Billy Nungesser told WWL First News. "The water has reached the refinery."

He says that because flood waters have reached the substation at the Alliance Refinery, power has been shut down power again south of Pointe a la Hache. Nungesser ordered sandbagging around the Alliance substation so power can be restored as quickly as possible.

Because the water has now reached the refinery, the road adjacent is now impassable. The only road now available is through ConocoPhillips, but due to Homeland Security regulations, this road is open only to law enforcement officials.

President Nungesser asks residents in Venice to be patient while this is being done. He says as soon as this road is safe, access will be allowed to the south end of the parish.

Highway 39 on the eastbank is now open.

Power is still out on the easbank south of Davant.
