Jindal expresses hope payraise is unconstitutional

One day after being shouted down by protesters in Shreveport, Louisiana Governor Bobby Jindal is sticking by his plan to not veto the bill that gives state lawmakers a big raise. But, he is expressing hope that his veto may be unnecessary.
