Suspect eludes cops for hours after fatal crash

Cops have arrested a man they say caused a fatal crash and then ran away from the scene.

"The driver who is believed to have been responsible for the crash fled from the scene on foot," Plaquemines Parish Sheriff's Commander Eric Becnel said.  "It took us 5 hours to actually catch up to him and capture him."

It all started around 3:30am today.

"The Plaquemines Parish Sheriff's Office was notified of a three-car crash in the 30500 block of Highway 23 in Nairn. The Second District Patrol Division arrived on the scene approximately 2 minutes later and located a driver who was critically injured. The victim subsequently died as a result of his injuries," according to the commander.

Becnel says the suspect was hiding out near Port Sulphur a few miles away and actually tried to run a second time.

''When the deputies went to go and speak with him, he fled on foot and was captured in a wooded area.''

The investigation is being conducted by Louisiana State Police Troop B. 

Trooper Evan Harrell says the "hit and run crash claimed the life of a 19 year old Buras man when his vehicle was struck head-on by an impaired driver."

He identified the dead victim as Davy Bowers.

"Bowers, who was not wearing a seat belt, was pronounced dead on the scene by the Plaquemines Parish Coroner's Office," Harrell said.

He identified the driver that slammed his pickup head on into Bowers pickup as 27-year-old Joseph Hicks.  Cops believe Hicks was drunk.

"Hicks was placed under arrest and booked into the Plaquemines Parish Jail.  Hicks was charged with DWI, Hit and Run, Negligent Homicide, Traveling the Wrong Way, No Seat Belt, and Expired Driver’s License."
