2 suspects in hit and run NOPD death indicted on separate murder charge

An NOPD spokeswoman says two men currently being held in connection with the hit-and-run death of Officer Rodney Thomas have been indicted on murder charges stemming from a 2005 Ninth Ward shooting death.
Spokeswoman Remi Braden says 28-year-old Kenneth Halley (above, left) and 28-year-old John Chambers (above, right) are the suspected gunmen who shot and killed 21-year-old Joseph Lucien in the 1700 block of Egania Street on April 5th, 2005.
Braden says both men were originally arrested in 2005, but were not prosecuted.
According to Braden, homicide detectives uncovered new information about the pair while investigating the hit-and-run death of Officer Thomas. Both men have now been indicted on a charge of second-degree murder, with bonds of $1 million set for each.
Last week, a grand jury indicted both Halley and Chambers on charges of manslaughter and obstruction of justice in the death of Officer Thomas.
In a statement, NOPD Superintendent Ronal Serpas said, “Today’s indictments are the product of exceptional work by our Homicide detectives, headed up by Detective Decynda Barnes, and the support of our partners in the Orleans District Attorney’s Office.”
