Slidell: 79-year-old man arrested, charged with mall masturbation



The Slidell Police Department says an elderly man is under arrest after allegedly being caught masturbating on two separate occasions at Northshore Mall.

Detective Daniel Seuzeneau says the suspect, Jack Mozer of Biloxi, has been arrested twenty-seven different times in seven different states on sex-related charges.  Mozer now faces two counts of obscenity in St. Tammany Parish.

Police say the first complaint came in March of an elderly male "masturbating inside of a female clothing store."  According to the incident report, two women in their twenties "first encountered Mr. Mozer after he purposefully bumped into them. While smiling at the girls, Mr. Mozer then began to fondle himself through his pants.

The two women were store employees and reported the incident, but the suspect had fled by the time officers arrived, according to Seuzeneau.

A month later, Slidell PD says they received another call about an elderly male masturbating inside of a different female clothing store at the same mall.  Two teen girls reported that Mozer "brushed up against them" while shopping, then unzipped his pants and began to masturbate in front of the girls, according to police.  The teens reportedly chased the suspect out of the mall and were able to get his license plate number.

Seuzeneau says the U.S. Marshal Fugitive Task Force arrested Mozer at his Biloxi home last week, and he was today extradited to Slidell.  

Police say this is Mozer's first Louisiana arrest, but has been arrested in other states on charges of indecent exposure, public sex indecency involving a minor, attempted child molestation, and failure to register as a sex offender, among other charges.
