Suspect arrested in kidnapping and rape of Metairie girl

Cops have arrested a man they say kidnapped and raped a little girl in Metairie.

"Sheriff Newell Normand announces the arrest of Steven David Carter...Carter will be booked with one count of Aggravated Kidnapping of a Child along with one count of Aggravated Rape," Colonel John Fortunato said in a news release.

He says that Carter grabbed the seven-year-old victim from a courtyard at an apartment complex in the 3400 block of Edenborn AvenueWednesday afternoon around 5:00pm.  Just before 6:00pm, neighbors called 911 to report finding the little girl on West William David Parkway.

Cops released pictures of the suspect (above) and his car caught by surveillance cameras.

"As the investigation continued into... (the) kidnapping of the seven-year-old female from Metairie, investigators learned of a possible suspect believed to be residing on Iowa Street in Kenner,"  Fortunato explained.  "Investigators proceeded to the Iowa Street address in hopes of locating Carter, however once there, it was learned from a family member of Carter that he was no longer at that address and was now staying at 1125 North Tonti Street in New Orleans."

The colonel says they went to that address and found the man who allegedly abducted and sexually assaulted the seven-year-old.

"A suspect fitting the description of the kidnapping suspect identified as Steven Carter was placed under arrest and transported to our Criminal Investigations Bureau for questioning," Fortunato said. "Investigators... located the gold colored vehicle we were searching for since the initial kidnapping incident.  The vehicle was towed to the JPSO crime lab for processing."

The address where they arrested Carter is listed as Odyssey House. 

"Odyssey House Louisiana (OHL) is a nonprofit behavioral healthcare facility with an emphasis on addiction treatment," according to the Odyssey House website.

Detectives are now looking for a second suspect they think helped kidnap the victim.

"We believe that the suspect, Carter, was actually the passenger," Fortunato told WWL First News.  "Someone else was driving the vehicle."
