A woman is under arrest after officials say she tossed two puppies to their death from the balcony of a Tulane Avenue hotel. Louisiana SPCA head Anna Zorrilla says they were contacted by witnesses who saw a woman throw the two puppies from the third floor of the Crystal Inn. Zorrilla says the puppies were found by a passer-by and rushed to an emergency animal clinic, but did not survive. SPCA investigators spoke to witnesses and obtained hotel surveillance video to identify Carter as the person who threw the puppies, according to the spokeswoman. The NOPD arrested Carter and booked her on two charges of simple cruelty to animals. Zorilla says the SPCA will push for the charges to be bumped up to felony animal cruelty.
