The Louisiana Supreme Court is hearing arguments today over the state's voucher program that uses public dollars for some kids to go to private schools.

The man who wrote the bill that pays for poor kids in failing public schools to go to private schools with taxpayer money says keeping that cash in the same school that gets an F over and over just doesn't make sense.

"Why would you continue to pump dollars into these failing schools when these youngsters aren't going to be able to get a good education or opportunity to get a good job?" Representative Steve Carter asked.

He says Louisiana is ranked 48th in education and things must change.

Steve Monnaghan with the Louisiana Federation of Teachers says it is not legal to take money from public schools and give it to private educators.

"What the state has decided to do is defend very, very bad flawed policy,"  he insisted.  "The constitution says clearly... those monies must be used on the education of public elementary and secondary students."

The justices at the Louisiana Supreme Court have a month to rule on the vouchers issue.
