Tulane and the City of New Orleans have reached an agreement outlining guidelines for construction and use of Tulane's proposed on-campus football facility, Yulman Stadium.

The contract agreement marks the final steps of the stadium's planning process. The university now only needs to acquire city construction permits to begin building the stadium at a site located between the Reily Student Recreation Center and Turchin Stadium.

The agreement, which had been negotiated for eight months, is said to address the concerns of the city as well as many neighborhood residents over Tulane's stadium plans.

Tulane made adjustments to their construction plan in an attempt to help mitigate the 30,000-person stadium's effect on neighborhood.

Tulane agreed to lower the height of the proposed stadium's walls by 25 percent, from 48 feet to 36 feet. Tulane also promised to construct a wall along the property line between the stadium and Audubon Boulevard to help maintain neighborhood residents' privacy.

The contract also outlines a detailed parking and traffic control plan. The stadium will provide parking for 2,386 cars within walking distance, and for events that are planned to exceed 2, 500 vehicles, Tulane lists five nearby shuttle locations and two larger shuttle parking lots.

Police officers and up to 15 tow trucks are promised to be available for large events to control traffic.

Tulane also addressed noise concern by altering the stadium's sound system and changing seats from aluminum to concrete based to lessen noise.

Prohibited events at the stadium will include, rock, country, or rap concerts, more than one high school football game a week, high school football games on the same weekend as Tulane home games, more than two intercollegiate bowl games in a year, monster truck shows, super cross events, circuses, rodeos, and boat shows.

The agreement also details a plan to minimize lighting impact and garbage control of the stadium.

Tulane has agreed to meet annually with neighborhood presidents and biannually with community members to help maintain open communication.
