The incident took place in the 1800 block Conti Street at approximately 8:35 p.m.
According to the NOPD, a First District Unit was on patrol when the officers saw an extremely large crowd and heard loud music in what later was determined an Illegal Block Party.
The Officers entered the block and exited their vehicle to investigate, at which time someone in the crowd began shooting.
As the crowd dispersed during the shooting, the officers noted the 21-year-old man lying in the street shot to the head and body and an unidentified man shot to the neck. The officers were unable to determine a suspect or suspects.
The 21-year-old died on the scene. He had an ankle monitoring device. The unidentified victim was transported to the hospital and was taken into surgery.
