Livingston man charged in child's death



Livingston Parish Sheriff's deputies have arrested a Denham Springs man for negligent homicide, for the death of his neighbor's child.

Sheriff Jason Ard says an investigation of the accident determined that 32-year-old Brad Welch (above) was distracted by talking on his cell phone, when he hit the boy while pulling into his driveway.

Ard says Welch admitted to investigators that he was on his cell phone. He told them he felt a bump, exited his car and found the child lying behind his vehicle. Ard says Welch's distraction resulted in the child's death.

"Everybody talks on the cell phone while their driving down the road, but I think everyone will agree that it is a distraction," said Ard. "We need to be careful, we need to be very aware of our surroundings, and just pay close attention to what we're doing."

Bond for Welch is set at $25,000. Ard says the accident is a tragedy for both families.
 
"This has got to be very difficult, and all we can do is pray for the situation," the sheriff said.  He says the tragedy could have been avoided if Welch hadn't been distracted by using his cell phone.
