Cops catch suspects in downtown shooting

The New Orleans Police Department says officers quickly nabbed two suspect in an afternoon shooting near Canal Street and South Rampart.

Spokeswoman Remi Braden says they were able "to chase down a gunman and his brother in connection with a shooting that happened in the Central Business District."

She explained that the shooting started as a narcotics transaction.

"Detectives say 24-year-old Terry Carter and his brother, 22-year-old Terrance Carter, were conducting what appeared to be a drug deal with an unidentified man at around 3:30pm in the 100-block of South Rampart Street.  At one point, investigators say Terry Carter pulled out a semi-automatic pistol and shot the man once in the abdomen," according to Braden.

The victim was hospitalized in critical condition.

"Officers had both men in custody less than five minutes after one of them opened fire, wounding a man in his stomach," she said in a news release. "Officer Jeremy Simoneaux was in the immediate area and made it to the scene just in time to see both of the suspects fleeing on foot.   He quickly broadcast a description of the suspects on his radio, and applied pressure to the victim's wound until EMS arrived."

She explained how officers who heard the description, spotted the suspects and arrested them.

Police Superintendent Ronal Serpas said, "I can sum up the efforts of Officers Simoneaux, Frank and Bissell today with one word:  heroic.  While Officer Simoneaux was doing what he could to keep a man alive, Officers Frank and Bissell chased after a gunman- who was so brazen- that he shot a man in broad daylight on a busy street.... This event could not have been handled better.   This was law enforcement at its best. I want to thank all of the officers who assisted in getting these suspects apprehended, positively identified and booked.  Your selfless work has made New Orleans a safer city."
